The government has for some time shown an interest in moving software development and potentially other management practices to Agile methods, including Scrum. However, the realities of implementing Scrum in some government environments can be fraught with difficulties and contradictions that make the process ineffective or untenable even when we "know" it should work. This discussion examines what common difficulties arise for the Scrum Master and development teams that limit the effectiveness of Scrum even when the government professes an interest and support. The discussion provides a very brief review of the Scrum method, and then discusses ways that government process limits its use. The presenter also provides insights into how some of the limitations can be mitigated to achieve a positive result for the client.
Stephen Lesnik is an over thirty year veteran of the IT and government contracting industries. He began his career programming computer-based educational software and has since had experience in most roles in the IT industry. In recent years he has provided project management, systems engineering, security engineering, and education to clients in the Defense industry. He has been the manager and/or Scrum Master for several programs developing software tools and capabilities. His experience as an educator includes being an adjunct instructor at John Hopkins Carey Business School and the University of Maryland University College, as well as, teaching numerous technical courses to businesses in the commercial and government sectors. He has a BA, MA, and MBA and holds industry certifications in cyber security, project management, and Agile development including CISSP-ISSMP, CCSP, CEH, PMP, PMI-ACP, and CSM.

Carl Pritchard, the risk guy, examines the relationship between psychology and probabilistic analysis. The discussion flows from basics of human psychology to the implications of Monte Carlo, tornado diagrams and hard-core probability and how we tend to skew our own personal probabilistic analyses. Carl Pritchard is the principal and founder of Pritchard Management Associates. He is recognized lecturer, author, researcher, and instructor. As a lecturer he is considered a leading authority on risk and communications management and presents on a variety of management topics, ranging from project essentials to the complexities of network diagramming and team motivation. As an author and researcher, he has published articles on project management language, advances in risk management, and on the challenges of training on the Internet. His work as an instructor has taken him around the world, training with some of the leading international training organizations, as well as for private clients and the Project Management Institute®. He is the U.S. Correspondent for the U.K. project management journal, Project Manager Today. This is the last PMI event at Windsor Mill.
