Abstract: Commonalities, differences, and confusion between systems engineering and the project management views are explored based on the International Council on Systems Engineering (INCOSE) and Project Management Institute (PMI) approaches for systems engineering and project management with an undercurrent of factors that are observed to cause conflicts and confusion between the disciplines in the real world. These intersects are expected to work in concert, yet in real life, the interaction often results in mismatched expectations and confusion as to who has the responsibility for each process/knowledge area. In this presentation we will discuss which discipline might be responsible for various project activities and identify mechanisms that can be used to reduce tensions between systems engineers and project managers.

Presenters: Mr. Mark Kaufman, PMP, has over 40 years’ experience in the management of IT systems development. He is currently MITRE’s Department Manager for Enterprise Program and Risk Management. Prior to working for MITRE, he was Vice President for Project Management for a Fortune 500 company. He has managed projects in support of child support payment processing, the Earth Observing System, and improving the quality of care for dialysis patients. Mark has served as a subject matter expert in the standup of numerous program management offices across the Federal space, a topic he spoke about at PMI Global 2018. He was also the lead systems engineer for the ground system and the data archive for the Hubble Space Telescope. Currently Mark serves and an Initiative Lead for the INCOSE PM-SE working Group looking at similarities and differences between the PMBOK and the Systems Engineering Handbook. Mark has a B.E. from Stevens Institute of Technology and a MSEE from the University of Maryland.

 

Dr. Tina P. Srivastava has served on INCOSE’s Board of Directors and received the INCOSE Inaugural David Wright Leadership Award for technical and interpersonal competencies in the practice of system engineering as a means for solving the great challenges of our planet. She is a lecturer at MIT in the areas of aerodynamics, aviation, complex systems, and technology road mapping and selection. She is also the author of Innovating in a Secret World, featured by MIT. Dr. Srivastava co-chairs the PM-SE Integration Working Group, which received a Working Group Award at INCOSE IW 2022. Dr. Srivastava is one of the authors and editors of the book Integrating Program Management and Systems Engineering. As an innovator, entrepreneur, and technology expert, Tina’s experience spans roles as Chief Engineer of electronic warfare programs at Raytheon to cofounder of a venture-backed security startup. She is an FAA-certified pilot and instructor of MIT’s Pilot Ground School course. Dr. Srivastava earned her PhD in Strategy, Innovation, and Engineering, a Masters in System Design and Management, and a Bachelors in Aeronautics and Astronautics, all from MIT.
