NIST Baldrige Cybersecurity Excellence Builder


The National Institute of Standards and Technology (NIST) is a center of excellence for cybersecurity in the Federal government.  NIST has been involved in cybersecurity testing, education, development, and standards for decades such as the 800 level standards, Data Encryption Standard (DES), and the recently released and revised Cybersecurity Framework. The Baldrige Award was signed into law in 1987, and is the Presidential level award for organizational performance excellence. The legislation has been amended to include education, health care, and not for profits and government.

The NIST Cybersecurity Framework is based upon the functions of: identify; protect; detect; respond; and recover. These functions are expanded into categories along with references.

The NIST Baldrige program was tasked with establishing a self-assessment tool which addresses organizational cybersecurity risk management based upon the methodology used in the Baldrige performance excellence program and the Cybersecurity Framework. This resulted in the Baldrige Cybersecurity Excellence Builder which rather than being at just the technical level, approaches cybersecurity risk within the organization. The Cyber Security Excellence Builder parallels the structure of the Baldrige Excellence Framework. This starts with an Organizational Description and Situation and then evaluates the organization’s cybersecurity risk management from the prospective of: Leadership and governance; Strategy Development and Implementation; Customers; Measurement, Analysis, and Knowledge Management; Workforce; Operations; and Organizational Results.




Steve Bonk has over 40 years’ experience in IT program management and engineering.  BS and MS in Electrical Engineering from the Pennsylvania State University (High Honors) and the University of Massachusetts Lowell, an MBA from Virginia Tech, and a Post Masters Graduate Certificate in IT and Telecommunications from Johns Hopkins. Project Management Professional (PMP), Risk Management Professional (RMP), Stanford Certified Project Manager (SCPM), Registered Professional Engineer (P.E.), Certified Scrum Master (SCM), and is ITIL (V3) Foundation certified. He has been employed by IBM, SAIC, BAE and not for profit research institutions MITRE & Mitretek (now Noblis) and the Illinois Institute of Technology Research Institute (IITRI now Alion).

Member, Project Management Institute (PMI), and contributed to the: Project Management Body Of Knowledge (PMBOK); the Organizational Project Management Maturity Model (OPM3); the Standard for Program Management; the Standard for Portfolio Management; the Practice Standard for Project Estimation; and the Practice Standard for Project Scheduling.

Life senior member, Institute of Electrical and Electronics Engineers (IEEE). 2005/2006 Congressional Fellow (AAAS/IEEE program); member and 15/16 chair of the Government Fellows Committee and member of the Government Relations Council (term limited); member, and past Chair of the Committee on Transportation and Aerospace Policy. ABET (formerly the Accreditation Board for Engineering and Technology) Program Evaluator.

Alumni examiner, and former senior examiner and team leader (term limited), Malcolm Baldrige National Quality Award (Presidential level); Board of Directors, Virginia & DC U.S. Senate Productivity and Quality Award (SPQA); Judge and former examiner, Maryland Performance Excellence Awards; Master examiner, American Health Care Association (AHCA) Quality Award. Judge at FIRST Robotics, IEEE Robot Challenge, and national level Future Cities events. Volunteer at the USA Science and Engineering Festival and DiscoverE Family Day. Member, Government Accountability Office’s (GAO) technology cost and schedule best practices external expert advisory committee, and is listed as a major contributor to the Scheduling Best Practice Guide. Taught college courses in project, acquisition, and cybersecurity risk management at Washington Adventist University. Member of the Penn State Wilkes Barre and Harrisburg Campus’ Engineering Advisory Committees.
